Emily told Peter from the start that his options for her long term were either buy a house or get married. As you can tell by the invite you received, which one won.
The couple chose to keep the wedding ceremony small to accommodate Peter's request for "little to no pom and circumstance". Because of this, the wedding ceremony is separated out from the reception itself. This way they can celebrate without accidentally leaving anyone out! Not only that, but the couple's close friend is currently deployed and for some reason, the military won't give a firm date of her return-- so the timing is to ensure she'd be able to attend at least one!
