You can take a shuttle from the Concourse to the Monona Terrace. Go down to the lobby before 2:30 and ask the front desk about the shuttle. The ceremony will take place on the rooftop. Take the ramps up to the rooftop when you walk up to the building. If coming from the shuttle you will need to go up the stairs/elevator in order to get to the ramps to the rooftop.
