In short, it depends on what you plan on doing! If you want to do some hiking, we definitely recommend a rental car. If you find an Airbnb or hotel that's close to downtown and don't plan on hiking, you can easily get around on foot, via street car or via Ubers/Lyfts. November is a beautiful time to visit Tucson! It will likely be warmer during the days and cooler at night. Typically a light jacket at night will suffice, but be sure to check the weather before packing because it varies.
