Flight
PDX will be your closest airport to Hood River. From there PDX offers a shuttle that runs to Hood River, or you may want to rent a car so you can sightsee along the Columbia River Gorge.
Rental Car
We STRONGLY suggest renting a car. There are many different big name rental companies located at/near the Portland Airport. Please note that there is not a taxi/uber/lyft service in the Hood River area.
Train
There is a bus that runs 7 days a week from Portland to Hood River Oregon if you choose to not rent a car. We highly suggest you rent a car as it will allow you a lot more flexibility during your stay. Taxi/Ride share options are not available in Hood River. Check their website to see if the times work with your flight schedule and how to purchase tickets etc.

Super cute spot. Do keep in mind this on the Washington side. It is about a 14 minute drive to Downtown Hood River and you will have to pay a toll of 2$ (cash) each time, but worth it. We will stay here the night of our wedding :)
