Yes, Goleta is part of Santa Barbara County, and about 10 minutes north on the 101 from downtown Santa Barbara.
There are a number of new craft breweries in Goleta specifically, including Draughtsmen Aleworks, M Special, and Captian Fatty's. All are delicious places to taste beer. There are a variety of restaurants in Goleta, just search the one flavor you are looking for and you will likely find something close by, including my personal favorite- Hollister Brewery.
There is free self parking at the hotel. With the holiday, there will likely be ample parking at the hotel, but if you need to you can park across the street in the shopping plaza.

Zodos Bowling Alley is just about 2 minutes north of the hotel, and its pretty cheap! It also features an arcade, full dinner and lunch menu, and a big bar with over 50 taps. The Zoo is another cheap option but loads of fun!
