In September 2022, Phoebe was in Kampala, Uganda for work. At the end of her TDY, she decided to go out for a night of dinner, dancing and cocktails with peers and friends. Realizing it was 5am, and she still needed to pack, Phoebe was ready to leave the venue. As she turned around to leave, she saw Shan. "I turned around, saw Shan and he took my breath away." Phoebe asked her friend, Tony, for thirty minutes to talk to this man who left her (almost) speechless. "You have thirty seconds!" Tony advised. Those thirty seconds were enough. Shan took Phoebe's number and with very little expectations, he called her. They talked on the phone for hours. Later that evening it was time for Phoebe to leave Uganda and return back to Virginia. Shan and Phoebe stayed in touch and in December they both decided it would be a good idea to spend time in person together. Phoebe returned to Uganda in February 2023. Those ten days would set the foundation for love and a long-term relationship. When Phoebe returned for two months in July 2023, little did she know those two months with Shan would turn into a lifetime commitment. On Saturday 19 August 2023, Shan proposed in front of Phoebe's mother, as well as his family, their colleagues and friends in Kampala, Uganda. Of course, the couple toasted with sparkling wine and whiskey cocktails!
