Nope! The venue is close to downtown Hood River but is not walkable. Pick up the Shuttle from 7th and Columbia (https://maps.app.goo.gl/69L5SxgNMY86CKPH8) at 3:50 or 4:10. You're encouraged to walk to the shuttle!
