Flight
BWI is the closest airport and has plenty of flights from BOS or PVD. From BWI, you can Uber or take public transportation (MARC train) into the city.
Train
Amtrak is a great option for those on the East Coast traveling to Baltimore.
Train
Ride the MARC Penn Line from DC or BWI to Baltimore. From Union Station, it's about a 1-hour trip. From BWI, hop on the free airport shuttle to the BWI MARC/Amtrak station, then catch the northbound train (roughly 20 minutes to Penn Station). You can buy tickets via machines, at counters, or with the CharmPass app. Weekend service is limited compared to weekdays, and note: onboard ticket purchases come with a $5 surcharge (except at New Carrollton)
