In early December, Palm Springs is still fairly warm during the day - around 70 degrees. At night however, the desert can cool off to the mid-50's. So, prepare to wear layers at night and drink tequila to stay warm.
Downtown Palm Springs is very walkable, and the hotel/event venue is only 4 blocks from the main strip. Ubers are plentiful, as well. However, some of the destinations that Palm Springs has to offer (Joshua Tree, Pioneer Town, the combination-KFC & Taco Bell, etc) are further out and would require a car. So, feel free to rent a car, but don't feel obligated.
