Answer

Cocktail: It's a balance between elegant and comfortable, and typically is more formal than a day wedding but more casual than a night celebration. Instead of a floor-length dress, women might opt for a tea-length, knee-length, or midi dress. Nice pants, skirts or business casual is also appropriate. Men are not required to wear a suit and tie, but that works along with business casual or even Texas tuxedo. Look your best, but maybe stay clear of wearing something overly embellished or fancy so that you take away from attention to the newlyweds.
