Black tie, but not stuffy. If "Garden Formal" was a dress code, that would have been on our invitation.
Ladies: Please wear a mid-calf length or longer dress. Preferably one that you feel like dancing in! 
Gents: If you do not have a tuxedo and cannot rent one, please wear a dark suit with a tie.
