I believe this has also been lifted, but your flight may require it. Everyone travelling to PR needs to fill out this form. Register here: https://1link.travelsafe.pr.gov/register You will be asked to upload your vaccination card as well as your negative covid test. It's much easier to have this filled out before you arrive. You will get a QR code that you need to exit the airport.
