Only if you are arriving from outside the United States. All other travelers are "recommended" to quarantine. Quarantine guidelines include taking a Covid-19 test within 72 hours of your departure for New York, quarantining for 3 full days upon arrival in New York, taking a Covid-19 test on Day 4 in New York, and waiting for both tests to come back negative before exiting quarantine. Again, these guidelines are only required for guests arriving from outside the United States.

The ferry is free for walk-on passengers. It departs both the Manhattan Whitehall Ferry Terminal and the Staten Island St. George Terminal on the hour and on the half hour everyday between 8:00am and 7:00pm. The crossing is 25 minutes. The Manhattan Whitehall terminal provides direct connection to the 1, R, & W subway lines. Additionally, the 2, 3, 4, 5, J, & Z subway lines are all a short walk away. The Staten Island St. George terminal has a major public bus terminal (including the S40 and S44 lines to Snug Harbor) as well as a dedicated ride-share pick-up and drop-off platform. https://www.siferry.com/
