The ceremony starts at 5PM. Ideally, you should be there before the wedding processional.

The reception is a post ceremony dinner. There will not be dancing, but Vegas is the city that never sleeps, so there will be dancing somewhere if that is how you want to end the night.
No gifts are necessary. Since we've been living together for four years, we don't need anything.
