The doors to the church will be closed promptly at 4:15 pm, and the ceremony will begin. You will Not be able to get into the church between 4:15 pm and 5 pm. The reception hall will open at 5 pm in the church basement. Even if you are unable to attend the ceremony, please feel free to stay and come for the reception from 5 pm-7 pm.
Yes, following the ceremony, there will be a dinner.

I would arrive at 3:45 pm and find seats by 4:00 pm. The doors will lock at 4:15, and no other guests will be able to enter after that time until the reception starts.
