Travel by taxi and Uber is easy in San Juan. Unless you're exploring areas outside of San Juan, you will not benefit from a rental car (parking can be difficult in Old San Juan). If you do plan to explore outside of San Juan (e.g., bioluminescent bay, El Yunque National Forest), you may want to rent a car( and can do so at the airport!) but there are plenty of group tours which include transportation to/from these destinations, and/or you can taxi/Uber.
