Monterey Regional Airport (MRY) has limited options, but if you are okay with a layover you can probably find a connecting flight here. This airport is <15 minutes from Carmel, so the best option for those not wanting to rent a car.

San Jose (SJC) is also likely a good option, and is ~30 minutes closer than SFO.

SFO will have the most flight options for people coming from outside of California. However, it is roughly a 1h 45m drive to get to Carmel from the airport.
