You do not necessarily need cash, you can pay by card or apple pay everywhere. Even bus tickets. (paid inside the bus)

If you plan to stay within the city of Cluj we strongly suggest you travel with Uber, Bolt, scooters, and by foot! The city is extremely walkable and there is a great bus system.

Great question! Romania is very safe - we do suggest you always travel and be aware of your surroundings but there is no need to be in constant fight or flight mode.
