Do I need to rent a car?

You can walk around downtown Palm Springs, there will be shuttles to and from the wedding, and there are a ton of Ubers/Lyfts. If you want to go on a hike, explore Joshua Tree at any point, or just like having the option to explore, then definitely grab a rental car!
