The vibe is Garden Tea Party, so it will be outside (wear something cool!)

As long as they are on the invite! (Just be aware there will be alcohol present.)

Is there parking for the ceremony or reception?

It is at an Air BNB, so there is limited parking. There is also a steep dirt driveway to get down to the house.
