NAIA International Airport or Clark International Airport
Clark International Airport is the closest airport to get you to Baguio City, however there might be limited options of transportation to get you from Clark, Pampanga to Baguio so we still recommend landing at Manila (NAIA International Airport) and taking a cab/taxi to PITX (bus terminal) to get a bus all the way to Baguio City! It's typically a 4-6 hour bus ride depending on traffic if you take the First Class bus.
