Semi- formal attire is suggested for the ceremony, I wouldn't recommend skinny heels due to the grass and yes cowboy boots are allowed.... and still NO PUFFERS

Yes, Mt Hood Resort. It is linked on the travel page. There are also several airbnb's nearby that would be perfect to share with a group.
