Yes, you need a negative COVID test to enter Colombia (taken within 72 hrs prior to your departure) and you also need a negative COVID test to enter the U.S.

The wedding is going to be in the Walled City of Cartagena. The best area to stay to be close to main attractions and the wedding is the Walled City or Bocagrande.
The dress code is formal attire or black tie.
Cartagena has tropical weather; in January you can expect for the weather to be sunny in the high 80's every day.
The wedding is not outdoors, unfortunately, the Cathedral does not have air conditioning but the wedding reception does have air conditioning.
You can book a transfer with a company such as Expedia.com or if you feel comfortable you can take a taxi from the airport for approximately $5-10 USD. The ride from the airport to where you are staying is usually less than 15 min away.
The reception is only 3 blocks from the ceremony, prepare to walk there! (There is a fun surprise!)
You will run into some places and people that speak English but not as many. But, you do have a year to learn the basics 😝.
