The nearest airports to Orvieto are Perugia and Rome but you could also fly into Florence.
Ryanair, EasyJet and British Airways all fly to these airports.
There is a train station in Orvieto and it's about 1 hour from Rome and 2 hours from Florence.
If you want to explore the surrounding countryside near Orvieto and go to other places in Umbria (which is a very beautiful region - much nicer than Tuscany!) then it’s probably best to hire a car. There are car rental companies at Rome, Perugia and Florence airports.
