Nearest major airport: Albany International Airport (ALB): about an hour and 20 minute drive.
For those flying in, renting a car is likely the easiest option, although cab or bus services (Amtrak/Greyhound etc.) are available.
Train/bus:
It is possible to take an Amtrak train and then bus to Manchester, VT, transferring in either Albany, NY or New Haven, CT. There is also a direct train from NYC or Burlington to Rutland, VT (50 minute drive).
There is a Greyhound bus station in Manchester, VT as well. The only direct bus comes from Burlington, VT. Other buses transfer in Albany.
