All of these attractions are within walking distance, and there are many coffee shops/restaurants in the blocks between Washington and Madison Avenue.
New York State Museum

The New York State Museum is a center of art, science, and history dedicated to exploring the human and natural history of the state. Admission is free and the museum is open Tuesday-Sunday from 9:30am-5:00pm.
Albany Institute of History & Art

The Institute is open Wednesday-Saturday from 10am-5pm, & Sunday from Noon-5pm. There is a small admissions fee.
New York State Capitol

SItting at the top of Albany's State Street hill, the New York State Capitol has served as the seat of government for New York since the 1880s. Capitol tours are free and last one hour.
