Both ceremony and reception will be outdoors in a courtyard. The reception area does have some indoor space and if it rains there will be a tent.

No, you will have to pay for offsite parking. My recommendation would be to book a hotel close by to walk or uber to the venue. Parking gets expensive and hard to find in that area.
