The Panaviera is located on the 66th floor of the Ocean Sun Casino, part of the Bahia Grand Hotel and has the best view of a city sunset. As you walk in, the doors open to an over the top infinity pool flowing over the cityscape. The rooftop opens at 6 pm and I recommend arriving at that time to catch the last glimpse of the sun going down over the hills.
