What is Elevated Western Black Tie?

I'm not sure if that's the correct terminology, but I call it Elevated Western Black Tie. To me, Western Black Tie is how you would dress if you were a cowboy or cowgirl and had to get dressed up nice for a formal event. Bolo ties, Cowboy boots, Cowboy hats all welcomed and even encouraged, but not required!
