Union station is nearby, and you can take the train or metro to Union station and then get on the FREE streetcar and take it down to H&13th. Also, anywhere in DC is very Uber accessible.

The airport is about 15/20 minutes from the Capital Hill area and is Uber/Lyft accessible.
