There are parking spaces in front of the main office. You can also park anywhere inside the complex as long as it's not under covered parking.
To get on base, you will need to be accompanied by someone with access. Meet outside Oak Tree's front office building so that Haden & his colleagues can drive you to the chapel. Do not attempt to drive yourself on base -- you will be turned away by the gate guards.
