Hawaii's pre-travel testing program has now effectively opened up the islands to visitors, as long as they bring along proof of a negative COVID-19 test from a state-approved trusted testing partner, within 72 hours from the final leg of departure, and complete a State Dept. of Agriculture paper form (which is distributed on all flights) prior to arrival within the state.
