Yes, the reception is on the second floor of the parking structure in ward village. You can park anywhere on the structure.

What time should I arrive at the reception

Answer

Everyone should arrive by 5:30 p.m. the latest being 5:55 p.m. as the program starts at 6:00 p.m. sharp.
