The ceremony will start promptly at 5:30 pm so arrive around 5 pm to provide time for parking and being escorted to your seat.

Yes, the ceremony and reception will both take place at the Bell Tower on 34th.
The ceremony is indoors with a cocktail hour to follow outside on the patio. If inclement weather occurs, the reception area will be used for the cocktail hour.
Black tie if available, if not cocktail is appropriate. This means long dresses and tuxedos. A suit is fine as well as mid-length dresses.
Do not wear white, obviously. The bridal party will be wearing a lighter blue if you want to match; that's fine. If that freaks you out, avoid that color.
Dinner will be served buffet style with options of beef, chicken, and vegetables.
There will be an open bar; no outside beverages are allowed on the premises. Shots are also not allowed, so don't ask for them. Drink responsibly.
