This is a question for your service provider, but generally cell phone coverage in Portugal is great, even in the rural parts of the country. Most places also have free wifi. I recommend purchasing an E-Sim on Airalo, you can install before you leave the US and it will work immediately once you connect to a Portuguese cell tower. I've found that purchasing an E-Sim is significantly cheaper than my cell phone plans international packages, HOWEVER, if you have AT&T please double check with them as you may still get charged their daily international fee if you receive any SMS texts or phone calls while on the e-sim.
