Denver is going to be the cheapest option. United Airlines offers a 'flight' into Loveland/Fort Collins, in our experience it really helps with the driving hassle to/from Denver. It is a coach bus that picks you up from a terminal, just like a plan would, and shuttles you to Loveland/Ft. Collins along with your luggage! Cheyenne has flights, but honestly don't see how paying for a flight that takes as long as driving would be worth it...
