This is our favorite island in Puerto Rico. It's truly PARADISE. We go at least once a year and never get tired of it. The beaches are stunning - no others can compare. You can get to the island either by plane (~$80 roudntrip from Ceiba) or on the ferry boat (~$6 roundtrip from Ceiba). Flights and ferries fill up fast so we recommend booking in advance. Once on the island, Flamenco Beach is a must-visit. You can find everything there - food, pristine sand, crystal clear water, excellent snorkeling spots, and space to relax! There's also a really cool abandoned military tank on the shore that you can explore and take pictures with. Another option to explore Culebra is to book a catamaran charter to take you there. These day trips usually include lunch, open bar, snorkeling equipment, and 3 different stops for you to relax and snorkel (Flamenco beach included). These can range anywhere from $175-$300 per person, so book in advance to get the best deal!
