Missy may be biased, but Frederick, MD is a great "small city" that has a LOT to do inexpensively. Highly reccommend taking a stroll Downtown Market Street. There are a lot of shops, history, art, cultural events, trees, and more!
Washington, DC and Baltimore, MD are also "close" by - both about an hour away - if you are feeling like you want more "city" adventures. Baltimore has the Inner Harbor, the National Aquarium, and more. Washington has all of the government buildings, the Smithsonians, and so much history! If interested inthe Smithsonians, they are free entry, BUT you MUST have a ticket as they limit how many people enter per day so they aren't super crowded. You can find them online and book your entry time.
If history or ghost tours are your thing, Gettysburg, PA is also not far - about 30 mins.
