The Bay Area has 2 airports that are closest to the wedding. It is recommended you fly into either the Oakland airport (OAK) or the San Francisco airport (SFO). They both have rental cars agencies near them. Oakland airport is about a 45 minute drive to Vallejo (during non peak hours traffic) and San Francisco airport is about a 1 hr drive to Vallejo (during non peak hours traffic).
