Most city attractions are in Zone 1 or Zone 2 and the city is easy to get around on the tube. For reference, we live in Primrose Hill which is in North London above Camden. There are hotel options around Kings Cross / Islington as well, which is a well connected area.

You can easily get to Cambridge or Oxford from Central London via Train. York is a 2 hour train ride from London and a medieval city we highly recommend! Chester is also a short train to the north and a beautiful Roman city. The Cotswolds is an easy drive from London as well. Devon offers beachy areas, hiking and beautiful countryside. Cornwall further to the west is known for its beaches, coastline, and vacationland terroir.
It is entirely up to you. It will definitely be nice to have a car to explore Devon and the south west, but you can also schedule taxis and take the train direct from Paddington - it is easy and beautiful! Uber does not exist in this area, so keep that in mind that all taxis will need to be scheduled in advance.
