SJU is the best airport to fly into. You may also fly straight onto Vieques but will cost a lot more.

Ferry to Vieques

Once Landed off the plane, hitch a cab to Ceiba Ferry. Be at terminal an hour earlier before departure. 35-40 min boat ride to the island of Vieques.
