Beaver Meadows allows nice pets, but be sure that is allowed in whatever condo/room/campsite you book.

Where is this thing and how do I get there?

https://www.beavermeadows.com/ Drive or fly into Denver or Ft. Collins (maybe even Cheyenne/Laramie I guess). You will need a car or a ride up here. The road is dirt part of the way but my friend drove me up in a Honda Civic once.
