Yes! Lustre Pearl has a parking lot and there is plenty of easy street parking as well.

Anything downtown! Hotel Van Zandt, Fairmont, Omni, Hotel Zaza, etc.

Cocktail Attire. But really just wear whatever you are comfortable in!
