We recommend staying at Penha Longa Resort Ritz-Carlton. There are also plenty of Airbnb/VRBO options in Sintra and Cascais. If you are planning on booking somewhere in Lisbon, please note that it is 45-minute to 1-hour long Uber ride.
Uber is readily available everywhere.
