Not exactly. Although it is only a short flight from Lima, it will be difficult to get to Cuzco (where you take the train to Machu Picchu) the week of the wedding. That said, we encourage you to extend your trip to Peru either before or after the wedding date to see all that Peru offers. August is winter in Peru but it's a mild winter compared to Washington, D.C. It's also the dry season, so you can leave that umbrella at home. That said, the weather in Lima leans on the humid side because it is on the Pacific Coast. Temperatures range between mid 50's to mid 60's, so bring a light jacket for the evening. The wedding ceremony and reception are formal. Men should wear dark suits and women should wear gowns or cocktail attire. Tuxes are not necessary, unless you're the groom.
Yes, Peru uses 220 volt electricity, so visitors will need a converter for 110 volt devices. Most plugs in Peru are the two-pronged flat type found in the US, you might run into a three-pronged or a two-pronged circular plug.
