Both Chicago airports are pretty similar in distance to downtown. I would recommend booking whatever one has a cheaper, more direct flight. Midway has a variety of options to get to downtown - Ubers and cabs are readily available. If you want to take the train, the Orange Line will take you downtown and you can get off at the Quincy station.
