Lisbon is a very walkable city with great public transportation. You probably won't need a car unless you are doing day trips outside of the city. You can buy a pass at any metro station and pre-load a specific amount for your stay in Lisbon. With a pass, each trip costs 1-2€ and a 1 day travel pass is 6-7€. Of course, there are taxis, Ubers, Bolt and Bird scooters throughout the city as well.
