Yes, Gesu has a parking lot as well as street parking on Miramar Blvd

Does the reception venue have parking?

Answer

Yes, there is a free surface lot behind City Hall. Entrance to the lot is off of Lakeside Avenue just west of City Hall. Guests will enter through the front door with the exception of handicap guests that can enter through the rear.
