If you are flying in, Newark Airport is the closest option as it is about 11 miles from Jersey City. The cheapest options to get from Newark Airport to Jersey City are to "Airtran to Train" with a transfer in Secaucus, or to take the 62 or 67 Bus Lines. The quickest option is to take an Uber/Lyft from the airport.
