Please make sure you understand the requirements in advance so you have enough time to complete the required steps and get the right type of pre-test, if needed. Hawaii’s Safe Travel Program is MANDATORY FOR EVERYONE, regardless of vaccine or pre-testing status. Prior to departure, adults (18 years or older) need to create an account and register with Hawaii’s Safe Travels program. You will receive a notice 24 hours before departure to complete the Mandatory State of Hawaii Travel and Health Form via your Safe Travels account. The name of each child will need to be included in their responsible adult’s form. Upon completion, a QR code will be emailed. Airport personnel will need the QR code to locate and validate your Safe Travels information prior to boarding or upon arrival in Hawaii.
Hawaii has a 10-day mandatory quarantine in place for visitors. To by-pass this, you must fall into one of the two categories described in the next two questions (vaccine or pre-travel testing exception programs). Anyone who does not meet the criteria for one of the two exceptions will be required to quarantine upon arrival.
Travelers who were fully vaccinated in the US (i.e., it is at least 15 days after the completion of vaccination in the US or one of its Territories) and who are entering Hawaii from the US or one of its Territories: A negative pre-test is NOT required to by-pass the quarantine requirement provided you have proper vaccination documentation. The vaccination record document must be uploaded to Safe Travels and printed out prior to departure and the traveler must have a hard copy in hand when arriving. Hawaii will also accept vaccine records that are digitally validated by Digital Health Pass Partners (check https://hawaiicovid19.com/travel-partners/ to confirm what is acceptable). Travelers who use one of the State’s partners to link their digitally validated vaccine records with Safe Travels may get expedited processing at the airport (no secondary visual inspection of paper vaccine records). (Personally, I would still have the hard copy in hand to avoid any surprises.)
Travelers who do not qualify to by-pass quarantine based on the vaccination exception will instead need: A negative pre-test result from a test taken from a Trusted Testing and Travel Partner (check https://hawaiicovid19.com/travel-partners/ to confirm what is acceptable) no more than 72 hours BEFORE beginning the final leg of the trip is required to by-pass quarantine. The negative test result must be uploaded onto Safe Travels or printed out prior to departure and hard copy in hand when arriving. Children 5 years and over who are not vaccinated will also need to have the specified negative COVID-19 test from a Trusted Testing Partner to by-pass quarantine. Children under 5 years are not required to test and will not be quarantined if traveling with an adult who has a pre-travel test exemption or vaccination exception.
There are other COVID-related restrictions and things continue to evolve so all guests should verify what is needed based on their specific plans and vaccination status. For example, on Oahu there is the "Safe Access Oahu" program (https://www.oneoahu.org/safe-access-oahu/#customer-vaccine-test), which requires unvaccinated individuals (12 years and older) to have a negative COVID test within 48 hours of visiting any restaurants, bars etc. Please verify what is needed based on your specific plans.
